A Bakersfield man is dead and a teenager hospitalized, after a car slammed into a tree Sunday morning.
The California Highway Patrol says it happened around 8:45 on northbound 99, just north of Bear Mountain Boulevard.
Officers say the driver, 19-year-old Raul Garcia, was under the influence of either drugs or alcohol when he crashed into a tree, killing his passenger, 21-year-old David Cisneros.
Garcia was taken to Kern Medical Center with major injuries.
The CHP says Garcia will be charged for causing a deadly accident.
Officers say the investigation is ongoing.
