The victim has been identified as 51-year-old Darren Raines. Deputies say Thursday, they received a call about spousal abuse between Raines and his girlfriend. Neighbors say shortly after, they saw Raines in the street carrying a gun.
It was an active scene throughout the night into the morning(Friday) as neighbors try to piece together what happened.
"He was a very quiet neighbor kept to himself, never any problems at all with the neighbors, none, very peaceful," says Lori Vandiver, neighbor.
Sheriff's deputies say it started with a standoff around six Thursday evening, after neighbors saw Raines holding a gun on Belle Avenue. A neighbor we spoke with says she called 9-1-1 after he went inside his home. "Just a few minutes later the sheriffs were out here behind the car, they were talking to him trying to get him to come out at first for a long time and then he was screaming and yelling stuff, I have a loaded gun."
Deputies say they received information that Raines was possibly armed with rifles and set up a perimeter around his home. "The suspect exited the front of the home into the front yard and began firing at deputies who were on the perimeter around the home," says Ray Pruitt, Kern County Sheriff's Department. Pruitt with says six deputies returned fire, hitting Raines. They say he was able to walk back inside and close the door.
Just before 11, the SWAT team went inside the home and discovered Raines died from his injuries. Friday morning neighbors returned to their homes more than 10 hours after being evacuated.
According to court documents, in 2005, a restraining order was issued against Raines after allegations by his ex-wife.
The six deputies who fired at Raines have been placed on paid administrative leave as the investigation continues.
